Elite Metal Finishing, a provider of aerospace and defense finishing services with locations in California and Florida, is planning a major expansion into Central Texas with a new manufacturing facility in Cedar Park, bringing significant new anodizing, plating, coating, and testing capacity to the region.
According to documents approved by the City of Cedar Park, EMF has identified an approximately 50,000-square-foot facility at 2305 Scottsdale Drive, Cedar Park, Texas, and plans to invest $10 million while creating 170 full-time jobs over the next several years.
The project was the subject of a performance-based economic development agreement between the city's economic development corporation and EMF, recognizing the company's role as an advanced manufacturing supplier serving critical aerospace and defense markets.
The company is expected to reach 170 full-time employees and more than $12 million in annual payroll by the end of 2033 while completing a total capital investment of $10 million by the end of 2034.
At its Oxnard, California, location, EMF offers a 60,000-square-foot on-site facility providing chemical processing/plating, painting, non-destructive testing, and parts marking to a broad base of commercial, military, and aerospace companies. It employs over 150 people on two shifts.
Elite Metal Finishing East, in Orlando, Florida, was purchased in 2022 from A.M. Metal Finishing. It is an approved vendor for many of Central Florida’s industrial, commercial, and aerospace/defense companies, including Lockheed Martin, Northrop Grumman, NASA, and Walt Disney World Co. The Florida location has 16-foot tanks that are capable of anodizing type II, type III, and chromate conversion, as well as a 20′ booth for powder coating.
EMF specializes in a broad range of finishing and processing services for precision-machined components, including anodizing, plating, coatings, painting, non-destructive testing, laser marking, precision cleaning, and laboratory quality assurance.
Those capabilities are increasingly important as aerospace and defense manufacturers continue to demand higher levels of quality, traceability, and process control throughout their supply chains. City officials noted that EMF's operations support the aerospace and defense manufacturing sector by providing the specialized finishing, testing, and quality-control services required to prepare high-value components for demanding end-use applications.
The incentive agreement outlines a phased growth plan that begins with occupancy of the Cedar Park facility by the end of 2027 and progresses toward full employment targets through 2034. Under the agreement, EMF must meet specific benchmarks for employment, payroll, and capital investment before receiving incentive payments.

As part of a workforce-development component, the city approved employee relocation incentives that provide eligible EMF employees with a $10,000 bonus toward purchasing a residence or residential lot in Cedar Park. The program is available to the first 50 eligible employees and has a maximum value of $500,000.
