Cardinal Paint and Powder broke ground on a 32,000 sq. ft. expansion at its Decatur, Texas, manufacturing facility, which will include the relocation of its corporate headquarters.

Cardinal Paint and Powder announced in early 2025 that it was relocating its corporate headquarters from California to Eagles Landing Business Park. The company opened its manufacturing facility in Decatur in 2021.
Last year, Chairman Steve Silverstein outlined immediate plans for the expansion at the Decatur Economic Development Corporation (DEDC) business park, Eagles Landing Business Park, near U.S. 81/287. The new building will include warehouse space and two-story executive offices to support corporate functions, enabling the original 62,180-square-foot plant to focus fully on manufacturing and lab operations. The expansion is expected to increase production capacity by 33% and push staffing levels beyond 100 full-time employees.
DEDC will support the project with a capital investment reimbursement spread over 4 years equal to 7% of qualified expenditures, with total reimbursements not to exceed $280,000. Executive Director Kevin Holzbog emphasized that Cardinal Paint exceeded expectations under its 2021 performance agreement and continues to demonstrate strong community engagement and economic impact.
“Relocating our headquarters to Decatur is a major milestone for Cardinal Paint,” Silverstein says. “We’re proud of the team we’ve built here—many of whom are local—and we see Decatur not just as a home base for our business, but as a long-term partner in our future growth.” With additional buildings planned for the site, the company is already looking beyond this project, reinforcing its long-term vision to anchor its national operations in Wise County.
